2 ECV BULLETIN |  ISSUE 1 CESAR ECV Partnership with Balfour Beatty and HS2 With the movement towards measuring and understanding emission levels across the construction industry the CEA (Construction Equipment Association) and Datatag, who provide the technology behind the CESAR scheme, have worked closely with some of the biggest projects and construction companies, including HS2 and Balfour Beatty, in the development of ECV. Balfour Beatty have been a key partner to help develop the ECV product and associated clearing portal, in line with their Sustainability Strategy, Building New Futures. Bekir Andrews, Group Head of Sustainability and Reporting at Balfour Beatty, noted: “Improving air quality is something that we are passionate about at Balfour Beatty. The CESAR Emissions Compliance Verification Portal is a welcomed development, one that will improve air quality on construction sites by simplifying compliance and providing improved transparency. The close collaboration between the Construction Equipment Association, Datatag, HS2 and Balfour Beatty, has allowed us to design an effective tool which will service the needs of many different stakeholders for years to come.” HS2 roll out for ECV Following its announcement in June 2020 that HS2 had agreed to adopt the CESAR ECV scheme across their sites as part of their air quality strategy, CESAR have busy fitting ECV systems to both new and existing equipment across the industry. Andrea Davidson, HS2’s Phase One Air Quality Lead, said, "As the country’s largest infrastructure project, we have an opportunity to work with our partners and supply chain to create a greener way of designing and building the new railway. The CESAR ECV scheme is one of many innovations we are supporting, and it’s now our job to embed it in the industry by encouraging our suppliers to use the new scheme as a tool for compliance assurance across all our sites.”
