CESAR ECV presented in Peru as Lima drafts landmark plan to cut construction machinery emissions

Dave Luscombe, the CEA’s Special Projects Lead and CESAR Scheme representative, travelled to Lima, Peru, this week to speak at a high-level conference hosted by CALAC+ – the Climate and Clean Air in Latin American Cities Plus programme. On Thursday 8th May, Dave presented CESAR ECV (Emissions Compliance Verification) – the emissions-compliance labelling scheme that sits alongside the established CESAR security triangle – as a trusted system for identifying and managing cleaner construction equipment.
His appearance at the event marked a significant moment for the Scheme, which continues to attract international attention for its practical role in supporting air quality goals. CESAR ECV is already widely used in the UK and has been backed by government, major contractors and clients as a reliable way to demonstrate compliance with emissions standards for non-road mobile machinery (NRMM).
The timing was particularly relevant. Although there are currently no national emissions regulations for NRMM in Peru, the local authorities of Lima and Callao are developing a dedicated work plan to address this challenge. The Plan de Acción para el Mejoramiento de la Calidad de Aire de Lima y Callao 2021–2025, approved by Ministerial Resolution No. 142-2021-MINAM, includes three specific measures targeting construction machinery emissions – from quantification to emissions control – as part of broader efforts to improve urban air quality.
CALAC+, backed by the Swiss Agency for Development and Cooperation (SDC), is active in four major cities – Lima, Santiago, Mexico City and Bogotá – and supports climate and clean air measures in line with the United Nations Sustainable Development Goals (SDGs), particularly those relating to health, clean energy, sustainable cities and climate action.
Dave’s invitation to speak highlighted the increasing relevance of CESAR ECV beyond UK borders and underlined the CEA’s ongoing role in promoting effective, transferable solutions to global emissions and air quality challenges.
