The CESAR Scheme  was designed by the police in partnership with the construction industry in 2007 and launched in 2008. The objectives were simple and driven by the biggest challenge faced by the police when investigating the theft of a stolen machine; Identification. If we can make a machine as quick and simple to identify as a car, we can prove prevenance and return it to its keeper. As simple objective with powerful results.

Fast forward 18 years and CESAR forensic marking and registration systems are fitted as standard to the majority of self propelled agricultural and construction machinery in the UK. Insurers like the NFU Mutual offer sizeable premium discounts on eligible policies and recovery rates of stolen machinery have increased massively.

But CESAR is more than identification. Sales of the CESAR systems are used to help fund the National Construction and Agricultural Theft Team (NCATT), a specialist police unit focussed on plant machinery theft and rural crime. NCATT is only possible through the funding of the CEA and the CESAR donor group.
